On some of the steamers the tenders are the power plants, but the tender wheels no longer grip and make noise are the just to be replaced with kits of somekind or new wheels?

 well the question is, Did the wheels have traction tires?  Was the model a Tyco if it is, then that was bad news to start with.

Explain that in a little better English and maybe we can help. Why would the tender wheels have "grip"? Just because the motor is in the tender, doesn't mean the tender wheels are actually powered.
