spectrum 44 ton dcc on board switcher

I recently purchased a Spectrum 44 ton Switcher. I have completely cleaned track and am having trouble with the locomotive not picking up signal  spread out the pickups and completely cleaned areas. any other ideas of what can be done to help me get this moving more smoothly would be greatly appreciated. all other dcc loco's are working fine

The wheels and wipers have to be pretty much pristine clean for those little critters to run properly. What I do is pop off the trucks and run them back and forth over an alcohol-soaked paper towel sitting on top of a piece of track. A Q-tip soaked in alcohol should take care of the wipers.
