Can I use the dcc ez command to run a proto 2000 sound equiped engine?

Yes you can.

However, the basic Bachmann DCC controller does not support manually playing sounds or changing CV values, I imagine the only sounds you will get are the factory-programmed ones that play when the locomotive moves.
