Brill Trolley and DCC

Dear Bachmann,
I am looking to add DCC to my new Brill Trolley.
When I opened up the Trolley there is a PCB board - H610+PCB01. The light and motor are connected to it. What is it for? When I tested it the same voltage that goes in the board from the pick ups goes out to the light and motor. I can not figure what the board is there for?
Lastly, should I remove the capacitor across the motor leads?
