Could someone tell me how to change the NDOT on a HO Alco RS3 engine

cv29 controls this. if the value is even, it runs one way, if odd it runs the other way. that is the simple answer, but you'll probably want to read up on cv29 before you actually change anything.

If you are using a Bachmann E-Z Command Control Center --

Follow the procedure in section PROGRAMMING FORWARD AND REVERSE OPERATION,  page 4 in the E-Z COMMAND Setup and Programming Instructions to set the NDOT you want.
