Dynamis Track Outputs

Can both Dynamis Track Outputs be used at the same time so that I can connect the plug to my Bachmann track and the other connection to my Kato track?

Outputs can be connected as you describe, but no need to do it that way.  Although intended to be one or the other in use, both output to track can be in use at same time as long as both not connected in same circuit.
