new engine problem

I just unboxed a brand new bachmann 2-8-4 engine with sound and placed it on my track. I have a zepher controller and set loco to 03 engine sound started up and bell and whistle worked. i put controller on foward and would not move. I noticed both front and rear lights were on at the same time, After a few seconds engine started moving foward then would stop for a few seconds then move foward again. It never lost sound and my track is clean. all my other engines run fine.
What do you think, any help would be great.

Try programing cv 8 to 8.
