Trains are subject to "More's Law".

If some is good, more is better, and too much is still not enough.

I will offer some prototype advice though, on all but the steepest grades, two E8's could handle about 15 or so passenger cars easily. So to need three you would be talking about a big train (20 cars or more) and rugged country.

When comparing steam to diesel, and E8 is comparable to a big Pacific or a Hudson, so two of them is lots of power (2000 HP each).
