Bachmann is releasing some HO trains that will be controllable from a smart phone. The App will work for Iphone and Android. Some DCC systems support hooking them up to your computer and offer some different programming options. And using your laptop is possible but your level of technical knowledge and expertise will likely be limiting factors preventing you from using it.

A number of DCC systems have available USB or other interfaces to connect computers to them.  NCE, Digitrax, Lenz, and ESU I know have them.
