I have a bottle of dap contact cement. Can I use it to glue ex track to blue Styrofoam?

Probably not.....most contact cements contain solvents that will dissolve the Styrofoam.

Nope, as Sid said, it will dissolve the foam.   Use an adhesive caulk!   It goes on easy, cleans up with water, and track can be removed later on.
