bachmann ho 2-8-2 dim headlights and poor contact with rails

I have 2 bachmann ho 2-8-2 steam locos that the headlight doesn't work on one and the other is real dim.Also one of them seems to have contact problems cause it will start and stop.I replaced the piece with the brass contacts and it still has problems. What do I need to do?

The obvious answer would be to start by cleaning your wheels and rails.
