HO EZ Track graduated Pier sets, two kinds, what's the difference?

I see there is a 14 pc graduated HO EZ track Pier Set numbered 44471, then i see another Pier Set numbered 44595 and this one is a 18pc set.
Both are the Graduated over/under sets, any clue what the difference is ? (and don't say 4 pcs)

The 18 piece set is for higher elevation at the cross over and for HON3 clearances.
