Bach Man - Is USRA 0-6-0 UP with Vanderbuilt Tender (50701) DCC Ready?

Hi Bach Man or anyone else--

Is the USRA UP 0-6-0 steam loco with a vanderbuilt tender DCC ready?  If not, what would be needed to make it work under DCC?

DCC ready means that it's ready to have a DCC decoder installed in it. DCC equipped means that it already has a DCC decoder installed.
