Instructions for SD-45

Any idea how I can get some operating/ maintenance instructions for williams sd-45 engine?

Have you checked on here under the repair section?
Most new engines should have an instruction sheet that comes with them.

Williams or Williams by Bachmann should work with most O gauge transformers.
Lubrication would be the biggest issue, just make sure the gear areas have been lubricated or the axles too.
