trolley won't reverse

I have the trolley (On 30 scale) with reversing track. The trolley runs to the end of the track and stops. Won't reverse. I made sure that the last piece is the "special end piece.' I tested the trolley on other track and will run in either direction.  I used my volt meter to check power on all pieces of track. All check out fine. Would the problem be the last piece of track or the relay in the house?
