I have a Bachmann Spectrum 2-6-6-2 82621.
I use the Bachmann EZ Command Decoder 1 Amp with NMRA 8 Pin Plug 44915.
My Train(Steam Locomotive) is not sound.
I hope the sound and bell, whistle, chug-chug.
What are the parts needed?

you'd need a sound decoder for that, and a speaker as well. dcc and sound are two seperate things.

Right below in the link. There are sound samples. Remove the old decoder.
You will need a DCC controller.

Use a Tsunami.  I hav e had tremenduously good luck with them.  They are installed in both of my 2-6-6-2s, my mantua 2-6-6-2, s well as my 2-10-2s, and a 4-8-2 mountain.  Very satisfied.
