looking for cv

I have a Spectrum 2 4 4 2 in ho and I am looking for the cv that keeps the engine off when you power up the system. On Tsunami its cv 116 set at 7 but cv 116 is chuff rate . I cant find it in the lit. Have to hit f 8 every time I power up to silence the Bachmann if I am not running it. Thanks
