Why does both headlights comes on when the powered and non-power locomotive when they are going forward and both red lights  comes on while powered and non-power going backwards, is this normal operation or a malfunction?

Normal for DC: White lamps and ditch lights in forward; red lamps and ditch lights in reverse.  On DCC the "Dummy" unit no longer recognizes the directional changes ( it does not have a decoder ).
