What is the prototype for the Bachmann HO Ballast Regulator? Manufactor, Model#, etc....

this is a british site wich shows the european construction of the bachmann model with buffer.
I guess, the "american" version of the model is only removed the buffer, fits with knuckle coupler.
Cause on the us site from plasser there is no model shown
