Peter Witt Decoder

the OE decoder in a Peter Witt streetcar is apparently different from other Bachmann decoders (for ex. #44926) in that there are 2 additional resistors on the 8-pin PLUG. They appear connected to pins 2 & 6. Does anyone know what purpose serve?
Since I am unable to connect the decoder to any LENZ equipment (SH-90 & "Black Box from TTE): I get an error message that indicates it is not electrically connected, I am looking for a replacement (the part is not listed for the Peter Witt streetcar) since it runs on DC without the decoder. Any Suggestions?
Bachmann Service Dept. has not replied to my two inquiries.

Some clip a 1 k resistor arcross the two rails when a DCC system cannot see the decoder.

The two resistors tells me that the car is setup for two more lights. Probably interior lights.

Pins 2 and 6 are lighting connections, along with pin 7, the common lead.
