Flip the tender over. If you do not see a speaker grill on the bottom of the tender, no metal fingers on the tender axles for rail pickup and no wires between the tender and loco, then the loco is not DCC ready.
I looked at a couple Bachmann 4-8-4, DCC ready diagrams but they are not UP locos.
A Bachmann DCC loco with have a two pin and four pin connector, six wires, between the loco and tender.
Figure about $60.00 to $150.00 for sound decoder and speaker as a start.
If the tender needs pickups and metal wheels, plus connectors and wires between the loco and tender, more cost.
As far as smoke operating for the loco, I will not even go down that path.
Guess at labor cost?

Many of these sets are toy quality to get new people interested in model railroading.

You're looking at putting the better part of $200 into a locomotive which isn't worth that much. I suggest that you find a little more cash and buy a quality, non train set loco with DCC and sound installed already. It's axiomatic that factory installed DCC and sound gets a smaller premium than buying a DC loco and having sound and DCC put in. Please note that I'm explicitly talking about having the new electronics installed by someone else. You can save some money, but not usually a whole lot, by doing the installation yourself.
