Help! DCC Controller will not boot!

I recently received an EZ Command DCC controller. When I went to install it,
I plugged it into the track and then to the wall and nothing 
No matter what I do it will not turn on. Please Help!

If everything is hooked up per the instructions and nothing works I suggest giving Bachmann's service dept. a call.
