Speed step for the 64705

I thinking about adding the subject mentioned loco to my wish list.  A couple of questions though.
In no order

1) Is the 'decoder' a 28 as my non sound Bachmanns or 128 as my sound non-Bachamnn.

2) In the product description(s) for the above loco, (FA2 Baltimore & Ohio) there is an asterisk and a black diamond with a white  question mark in the center.  What is there significance, if any.
