new engine does not work

bought a new ho ge 70 ton diesel dcc equipped, it will not respond when i put it on the track. suppoesed to be at address3 but it does not respond.  help please

You did not give much of any information.
What brand controller are you using?
Did you try a decoder reset?
Do the lights come on when the loco is on the track?
Put a quarter accross the rails and the DCC controller should trip if the track connections are correct. If it does not trip, then you have a loose wire connection somewhere.
