How do you turn on (activate) the small lights in layout structures and other structures (e.g., signals, etc.) using the Bachmann E-Z Command® Digital Command Control System Controller?

To control anything with DCC, the controlled item must be fitted with a decoder.  Unfortunately, regular stationary decoders do not work with E-Z Command.  However, you can use a mobile decoder, just like the ones you would use in a locomotive.  Select one with plenty of function outputs as the E-Z Command can control only 9 or 10 decoders but each decoder can activate 6 or more on/off devices.  The motor output of a mobile decoder can be used to control motor driven devices such as turntables.

Be aware that all the accessories require current to operate and this current is taken away from the current available to operate trains.  For building lights, you might want to think about using LEDs because they can operate at low currents.  To leave the maximum possible current available for running trains, you might prefer to use a separate ac or dc power supply and toggle switches to activate your lights.  A wall wart (look like a fat plug) rated 12 volts, 1 amp would be a reasonable size supply for a small town.
