70 ton DCC on board

I have a 70 toner with "DCC on board" p/n 60605, that I can not program.  The loco runs and I can control lights, direction, and speed with address 03.  I cannot program it to another address or change any of the CV's.  I am using a Digitrax Zephyr and I have used another loco to test that the program track is working.  Thoughts anyone?

Thanks Hunt, I searched the BB high and low for links about DCC on board and 70- toner before I posted and found nothing.  Next time I will broaden my searches.
