I have a Bachmann Spectrum HO 83311 USRA 2-10-2 Light, SBD #2491 (DCC Equipped)

Wondering if it has the capabilities to create smoke ?

No, your loco does not have a smoke machine installed, and it would probably throw off the weight distribution if you installed one.
