Is there any way to make DCC locomotives start and accelerate smoother? My consolidation doesn't start moving until I move the throttle to 30 on DC power :\

Yes you can change the CVs to your liking provided you have a DCC system and it is not an E-Z Command system.

if you are running the locomotive on dc with a decoder in it, the decoder is going to soak up several volts before the locomotive starts to move. adjusting the cv's in a decoder will not change this. if you want full throttle range on dc, you'll have to remove the decoder.

If you are running only on DC then you can remove the decoder but you have to install the jumper pins or board.

The best way of making a DCC locomotive start and accelerate more smoothly is to run it on DCC.  A properly adjusted decoder with back EMF control can make a locomotive start consistently when you first crack the throttle and accelerate so smoothly that it will bring tears to your eyes.  But only on DCC.

The second best way is to convert the locomotive to dc which is what Bob has already suggested.
