Can you control sound decoders and multiple function decoders

Yes.  With Bachmann E-Z Command, you can control functions 0 to 9 (Bachmann labels them 1 to 10) but you cannot program them.  If you want to change their CVs, the Bachmann Dynamis is a better choice.
