E-Z Command Control Unit Operating turnout solenoids or lights

Hi again my friends. Further to my previous messages. Would you please look at the following webpage. http://www.railconmodels.com/sd-001.htm  Do you think I would be able to connect it up to the track to obtain the DCC signals. so that it can operate either points, lights, etc around my track with my E-Z Command Controller.
