OK. I have seen those locos. There are deals to be had if you are a good shopper. Many do not know how to find deals like that and will pay full retail. Deals like that will not be available for every style loco.
Remember, the separate decoders came along first and the market is continually evolving with factory equipped locos. Technology is always changing. I just do not see something like the 45 ton as a very popular loco. It all depends on what the market will support.

I recently bought two HO BLI F7's and installed my own Tsunami light board decoders. $50 for each loco and $80 for each decoder.
