true to scale?

Hi HO Guys,
I don't usually do ho scale or diesel's, but a friend asked me to do a little circle layout for his office. He only wants a Loco and caboose since it is such a small layout.  So I picked up a Athern  SW1500 UP, my normal shop didn't have any UP Cabooses in stock so I stopped by another shop and found a Atlas trainman UP cupola caboose, when I look at them together the Caboose looks sorta small. does anyone here know how these scale out ?

They're both 1:87.1, but the Athearn SW1500s have a high riding look to them which is probably what is throwing you off.

Those cabooses are also pretty small in comparison to say a more modern wide vision one if it is the one I've got in mind.
