This is the whistle off of the ATSF 940, a small 2-10-2 which is being moved next week from the park in Bartlesville Ok. where it has been for 60 years to the station. Link to whistle test

Are they planning a full restoration to service?

No There are no plans for full restoration to service.  They just wanted to get it out of the park.  Every ten years or so the river would flood and that was not good.  This is a good shot of it at its new home, next to the rails that it ran on.
